Legal Requirements.

Under the Personal Protective Equipment at Work Regulations 1992, employers must ensure that suitable PPE is:

  • provided to employees
  • maintained and inspected
  • used correctly
  • accompanied by appropriate training

Full body harnesses must be CE-marked and compliant with EN 361:1992.

Hierarchy of Fall Protection.

When working at height, PPE should be considered only after collective or preventative measures have been deemed impractical.

1. Collective Protection (Preferred)

Examples:

  • guardrails
  • handrail systems
  • walkways

These protect everyone and require no user training.

2. Fall Restraint

Limits the user’s movement so they cannot reach a fall hazard.

3. Fall Arrest (Last Resort)

Allows a fall to occur but safely arrests it using:

  • harness
  • lanyard or SRL
  • certified anchor point

While effective, fall arrest requires proper planning, training, and rescue capability—factors that may not always be feasible because of space, structure limitations or project constraints.
